How People Learn: Bridging Research and Practice: The "Key Findings" chapter of a book published by the National Academies Press.

The Value of Learning about Learning: An article, in .pdf format, by Jay Cross and Clark Quinn. the title and this quote says it all, "The unsurprising consequence of not explicitly teaching learning and thinking is that people never improve the way they learn."

An Introduction to E-Learning: From the Centre for Learning & Performance Technologies, this "handbook" includes a piece on learning skills in an e-elearning environment.

What You Really Need to Learn: A little off-topic, but a very good SlideShare presentation by Stephen Downes on good critical thinking skills for targeted, efficient, meaningful learning and living.
